Is this mange?

My german shepherd (not quite two years old) is kenneled much of the day because he's an aggressive chewer and we live in cold northern climate. Months ago, I noticed he was losing a little bit of fur on his legs and thought it was from being in the kennel. Now, there is more fur gone and it looks like he has white rings around his eyes...all of a sudden. He also looks "dirty" because he has tiny white specks all over his coat (he's totally black so everything shows up). Does this sound like an allergy or mange? When he was small puppy he had skin condition on his belly that was red and splotchy but that was treated. Maybe it never went away?

Is this mange?
It sounds like mange, my dog had the same problem but my vet believed since he was a pitbull he was also a fighting dog and blamed the patches on his skin as scars from fighting (What an idiot!) Anyway, my neighbor said it was mange and recommend I use motor oil and rub it down on my dog and it actually worked! And he never suffered again.
Reply:Could be demodectic mange which can resurface but the only way to be sure is take him to the vet for a skin scrape.
Reply:he may have skin aleergies from the cold climate try using a humidifer in your house for the icthy dry skin,and find food without corn in it ,many dogs are allergic to corn
